OASIS and OASIS Small Business (SB)
OASIS and OASIS Small Business (SB) are multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contracts that provide flexible and innovative solutions for complex professional services.
- Span multiple professional service disciplines
- Allow flexibility for all contract types, including hybrids and cost-reimbursement, at the task order level
- Allow ancillary support components, commonly referred to as Other Direct Costs (ODC), at the task order level
The core disciplines of the OASIS contracts include:
- Program management services
- Management consulting services
- Logistics services
- Engineering services
- Scientific services
- Financial services
Through the use of OASIS SB, customer agencies receive small business credit, and it supports competition, even in socioeconomic categories.
Agencies can plan socioeconomic set asides to meet their goals and support 8(a), HUBZone, and SDVOSB. OASIS facilitates agency management of its SB program and goals through awards in every SB category, including socioeconomics and provides business intelligence on SB performance via dashboards.
Agencies can reserve task orders for exclusive competition among SB categories, including:
- HUBZone SB concerns
- 8(a) business development participants
- Service-disabled veteran-owned small business (SDVOSB) concerns
- Economically disadvantaged women-owned small business (EDWOSB) concerns; and
- Women-owned small business (WOSB) concerns eligible under the Women-Owned SB Program.

Strategic PlanningGuide strategic planning to align agency and organization mission priorities coupled with methods to communicate, deploy and track supporting tasks.
Government Policy & ComplianceProvide interpretation and expert advice to assist agencies effectively maneuver through myriad policies, regulations and laws to increase compliance, while supporting mission accomplishment.
Financial Management
- Work across organizational boundaries to support development of highly defendable requirements and budget documents
- Prepare for and support command leadership throughout the OMB and agency budget review processes

- Steer integration of program and financial management and effective funds execution throughout the lifecycle of appropriations to minimize errors and maximize buying power
Audit Readiness & Sustainment
- Develop and deploy processes for all areas of audit—internal control program, communications methods and protocols, key supporting document identification and maintenance, command action plan creation and management, and detailed oversight of PCBs and samples
- Facilitate communications and actions between agencies and independent public accounts to balance organizational needs and audit requirements
- Provide guidance and processes to narrow gaps
Process Review and ImprovementProvide team facilitation for thorough review of processes to optimize management and workforce efforts and quality of process output.
Data Integration, Optimization & VisualizationUse proven methods to achieve rapid data integration and visualization using applications generally owned by agencies. Tailor reports to fit the needs of leadership, management, and program managers.
